Hmmmmmmm.
This list could be long.
I won't mention unreleased, but potentially available oils (there are many).
I'm sure a pile of Canadians will chime-in very shortly :)
Off the top of my head:

1. 750.00usd and under.
Tigerwood Royale, Oud Royale Sri Lanka, Papuamantan (Amazing for the value, rich, dynamic, multi-dimensional, and great for newbies)

2. 1500.00usd and under.
Sultan Salahuddin, Hainan 05 (Hainan 05 is more of a challenge than Salahuddin, but gorgeous and unmatched old-school quality. The latter is a great value, is densely packed, and foreshadows the buzz to come in higher end oils)

3. 3,000.00usd and under.
Sultan Suleyman, White Kinam, Royal Guallam (Royal Guallam may be better left for after you have been exploring for a while, but so worth the wait)

4. 5,000.00usd and under.
Nha Trang LTD, Kyara LTD 2.0 (Both of these may not be for a newcomer, but unmatched, according to me. Preference going to Nha Trang)

Maybe I'll edit later if something else comes to mind o_O

This is a good question. I haven't gone above the $750 mark yet sadly, but I am saving up so I'm very much interested in the answers to this. I would vouch for Tigerwood Royale. I just got back from Turkey 2 weeks ago and in one of the bazaars there the guy was showing me his rose and oud oils and O pulled out my TWR and gave him a little dab. I kid you not he told me he is now ashamed to show me his Oud oils. Haha.

(Different vendors sell at differing full bottle sizes)

1.
-Green Malaysian - PureOudh 125£ 3ml
Green sweet forest, subtle, with a twinge of medicinal bitter. I wish it had greater intensity, if it did, I'd be in love. Can't beat the experience for the price.
-Cambodi Vintage 2002 - Imperial Oud
Classic Cambodi profile, comforting tobacco and dried fruit.
-Zamarad - Habzoud $95.00 / g
A different kind of oud, has a good oudy hum, balsamic tones, sticky sweetness, and a powdery drydown.
-Mandalay Signature - La Maison Khenata 330 Euro 2.5g
For me it is sweet and floral-pretty, endlessly enjoyable drydown with a whisper of jasmine, some sweet golden oud and a nice earthy vetiver character. Sweet tooth required.
-Marjaan - Al Shareef Oudh 750$ 2.5ml
A unique oud profile, spicy and warm, practically perfumey. Worth trying as it smells like nothing else.
-Hareer - Al Shareef Oudh 750$ 2.5ml
Classical powerhouse Hindi with a Chinese Sinensis tinge. Big big scent with great longevity and deep complexity. Not enough of a Sinensis inflection in my opinion, but lovely smooth leather aroma.

2.
-Fragrant Harbour Imperiale - Imperial Oud 1250$ 3ml
Very pretty oud, great complexity and clarity in the notes. Forest, flowers and spice. Quality.
-Royal Lao - Agar Aura 1295$ 3g
Bitter green and red berries over a very oudy base. Lighter than I like, but classy.

4.
-Nha Trang LTD - Ensaroud
Sizzling top notes. Only thing beyond bracket 2 that I could argue for, as it currently has no analogue.

may i humbly challenge you and put this forward. instead of this, first buy far and wide, up and down. see the spectrum and then when you find where you like to zoom in more, then go up and down price point in that subregion. not saying this is the only way to skin a cat, but thats what i did and what makes sense to ME.
